Class A Program Description
This comprehensive program will lead you through a book by book, chapter by chapter series of fill in the blank questions, and multiple-choice and true and false question quizzes to help you gain important knowledge and identify the most relevant sections of the code books that you will need to know as a working IOR as well as to ultimately assist you in passing the Hospital Inspector Certification Examination. You will also be able to further prepare for the Hospital Inspector Certification Examination (HICE) by gaining access to our extensive library of webinars and ultimately test your knowledge with mock final exams addressing each of the Title 24 – HCAI California Code of Regulations and Associated Reference Standards.
The IOR Training Online Self Study Class A hospital inspector course helps you gain the knowledge you will need to inspect and be knowledgeable in all areas of construction including:
- Administrative, including inspector duties and responsibilities
- Structural including anchorage and bracing of non-structural components
- Architectural, including civil, accessibility
- Fire and Life Safety (FLS)
- Mechanical and Plumbing
- Electrical
The California Building Standards Code and Reference Materials for Examinations needed for the Program and the Hospital Inspector Certification Examination are not included in the Program cost and must be purchased separately.

The Class A HCAI exam is an eight-hour test consisting of two parts:
Part 1
Part One consists of code questions (open book) which measures the candidate’s:
- Ability to identify and understand the application of Chapter 7 of the 2019 California Administrative Code, the 2019 California Building Standards Code, and Referenced Standards.
- Knowledge of appropriate inspector duties.
- Ability to communicate in writing.
Refer to the Acceptable Reference Materials for Examinations web page for a complete list of codes and standards. Most questions are multiple-choice; however, there may also be true-false and/or essay questions.
Part 2
Part Two consists of questions on plan reading which measure the candidate’s:
- Ability to read and understand construction documents consisting of plans and specifications of a hospital construction project.
- Knowledge of appropriate inspector duties.
- Ability to communicate in writing.
Most questions are multiple-choice; however, there may also be true-false and/or essay questions.
The test is divided into sections covering the following code enforcement areas of construction inspection:
- Administrative, including inspector duties and responsibilities
- Structural including anchorage and bracing of non-structural components
- Architectural, including civil, accessibility
- Fire and Life Safety (FLS)
- Mechanical and Plumbing
- Electrical
Minimum Qualifications for the Class A Hospital Inspector Certification Exam
- High school graduation or the equivalent and six (6) years’ experience involving building projects of Type I or Type II construction as an architect’s, engineer’s, owner’s, local building official’s, or general contractor’s representative in technical inspection of major structural and nonstructural systems and
components of buildings.
NOTE: experience may be substituted with college education with major work in architecture, engineering, building inspection and/or construction on a year-for-year basis for a maximum of two (2)years; or - Possess a valid California registration/license as a mechanical, electrical, or civil engineer and two (2) years experience involving building projects of Type I or Type II construction as an architect’s, engineer’s, owner’s, local building official’s, or general contractor’s representative in technical inspection of major structural and nonstructural systems and components of buildings; or
- Two years of satisfactory performance as a Class “B” Hospital Inspector of Record on hospital projects of significant scope and complexity as determined by OSHPD; or
- Possess a valid California registration/license as a structural engineer or a valid California license as an architect
